CVE-2026-54106 Vulnerability Summary

CVE-2026-54106: The U.S. Government Accountability Office (GAO) Electronic Protest Docketing System (EPDS) and Civilian Board of Contract Appeals (CBCA) Electronic Docketing System (EDS) do not validate X-Forwarded-For HTTP headers, allowing a remote attacker with compromised administrator credentials to bypass network access controls and log in.

Assessing the Risk of CVE-2026-54106

Access Complexity Graph

The exploitability of CVE-2026-54106 depends on two key factors: attack complexity (the level of effort required to execute an exploit) and privileges required (the access level an attacker needs).

Exploitability Analysis for CVE-2026-54106

The exploitability of CVE-2026-54106 is influenced by multiple factors. Security teams should analyze system configurations and apply appropriate countermeasures to mitigate threats.

Understanding AC and PR

A lower complexity and fewer privilege requirements make exploitation easier. Security teams should evaluate these aspects to determine the urgency of mitigation strategies, such as patch management and access control policies.

Attack Complexity (AC) measures the difficulty in executing an exploit. A high AC means that specific conditions must be met, making an attack more challenging, while a low AC means the vulnerability can be exploited with minimal effort.

Privileges Required (PR) determine the level of system access necessary for an attack. Vulnerabilities requiring no privileges are more accessible to attackers, whereas high privilege requirements limit exploitation to authorized users with elevated access.

CVSS Score Breakdown Chart

Above is the CVSS Sub-score Breakdown for CVE-2026-54106, illustrating how Base, Impact, and Exploitability factors combine to form the overall severity rating. A higher sub-score typically indicates a more severe or easier-to-exploit vulnerability.

CIA Impact Analysis

Below is the Impact Analysis for CVE-2026-54106, showing how Confidentiality, Integrity, and Availability might be affected if the vulnerability is exploited. Higher values usually signal greater potential damage.

  • Confidentiality: Low
CVE-2026-54106 could lead to minor leaks of non-critical information without major privacy breaches.
  • Integrity: Low
Exploiting CVE-2026-54106 may cause minor changes to data without severely impacting its accuracy.
  • Availability: Low
CVE-2026-54106 may slightly degrade system performance without fully affecting service availability.

CAPEC Common Attack Pattern Enumeration and Classification

  • WebView Injection CAPEC-500 An adversary, through a previously installed malicious application, injects code into the context of a web page displayed by a WebView component. Through the injected code, an adversary is able to manipulate the DOM tree and cookies of the page, expose sensitive information, and can launch attacks against the web application from within the web page.
  • Traffic Injection CAPEC-594 An adversary injects traffic into the target's network connection. The adversary is therefore able to degrade or disrupt the connection, and potentially modify the content. This is not a flooding attack, as the adversary is not focusing on exhausting resources. Instead, the adversary is crafting a specific input to affect the system in a particular way.
  • Connection Reset CAPEC-595 In this attack pattern, an adversary injects a connection reset packet to one or both ends of a target's connection. The attacker is therefore able to have the target and/or the destination server sever the connection without having to directly filter the traffic between them.
  • TCP RST Injection CAPEC-596 An adversary injects one or more TCP RST packets to a target after the target has made a HTTP GET request. The goal of this attack is to have the target and/or destination web server terminate the TCP connection.
