CVE-2025-30646 Vulnerability Summary

CVE-2025-30646: A Signed to Unsigned Conversion Error vulnerability in the Layer 2 Control Protocol daemon (l2cpd) of Juniper Networks Junos OS and Juniper Networks Junos OS Evolved allows an unauthenticated adjacent attacker sending a specifically malformed LLDP TLV to cause the l2cpd process to crash and restart, causing a Denial of Service (DoS).  Continued receipt and processing of this packet will create a sustained Denial of Service (DoS) condition. When an LLDP telemetry subscription is active, receipt of a specifically malformed LLDP TLV causes the l2cpd process to crash and restart. This issue affects: Junos OS: * All versions before 21.2R3-S9,  * from 21.4 before 21.4R3-S10,  * from 22.2 before 22.2R3-S6,  * from 22.4 before 22.4R3-S6,  * from 23.2 before 23.2R2-S3,  * from 23.4 before 23.4R2-S4,  * from 24.2 before 24.2R2;  Junos OS Evolved:  * All versions before 21.4R3-S10-EVO, * from 22.2-EVO before 22.2R3-S6-EVO,  * from 22.4-EVO before 22.4R3-S6-EVO,  * from 23.2-EVO before 23.2R2-S3-EVO,  * from 23.4-EVO before 23.4R2-S4-EVO,  * from 24.2-EVO before 24.2R2-EVO.

Assessing the Risk of CVE-2025-30646

Access Complexity Graph

The exploitability of CVE-2025-30646 depends on two key factors: attack complexity (the level of effort required to execute an exploit) and privileges required (the access level an attacker needs).

Exploitability Analysis for CVE-2025-30646

With low attack complexity and no required privileges, CVE-2025-30646 is an easy target for cybercriminals. Organizations should prioritize immediate mitigation measures to prevent unauthorized access and data breaches.

Understanding AC and PR

A lower complexity and fewer privilege requirements make exploitation easier. Security teams should evaluate these aspects to determine the urgency of mitigation strategies, such as patch management and access control policies.

Attack Complexity (AC) measures the difficulty in executing an exploit. A high AC means that specific conditions must be met, making an attack more challenging, while a low AC means the vulnerability can be exploited with minimal effort.

Privileges Required (PR) determine the level of system access necessary for an attack. Vulnerabilities requiring no privileges are more accessible to attackers, whereas high privilege requirements limit exploitation to authorized users with elevated access.

CVSS Score Breakdown Chart

Above is the CVSS Sub-score Breakdown for CVE-2025-30646, illustrating how Base, Impact, and Exploitability factors combine to form the overall severity rating. A higher sub-score typically indicates a more severe or easier-to-exploit vulnerability.

CIA Impact Analysis

Below is the Impact Analysis for CVE-2025-30646, showing how Confidentiality, Integrity, and Availability might be affected if the vulnerability is exploited. Higher values usually signal greater potential damage.

  • Confidentiality: None
CVE-2025-30646 has no significant impact on data confidentiality.
  • Integrity: None
CVE-2025-30646 poses no threat to data integrity.
  • Availability: High
CVE-2025-30646 can disrupt system operations, potentially causing complete denial of service (DoS).
